The project
The Commission, previously in charge of the electricity sector, is expanding its remit by integrating the Comité National des Hydrocarbures (CNH) to take responsibility for the downstream hydrocarbon sector, in addition to intermediary and downstream gas.
With this in mind, the Commission needs to consolidate its achievements and step up its regulatory activities by strengthening its technical, economic, legal, financial and other control missions.
Cayambe has been commissioned to mobilize a team of experts for this purpose.
Our experts
The team included the following experts:
- An energy legal expert
- An oil and gas expert
- An expert economist
The project was carried out over a year under the responsibility of a project manager and the O&G Director.
The actions
The team set up by Cayambe carried out the following tasks:
- Recommend measures at institutional and organizational levels to improve the Commission’s operation, including issues of accountability, transparency and autonomy (management, budget, decision-making, etc.)
- Propose the strategic vision of the Commission de Régulation du Secteur de l’Energie in the areas of development for which strategic objectives will be defined
- Identify programs, studies and projects for each axis, specifying specific objectives
- Propose a capacity-building program for current and future staff
